Muhammad Yusri Ramli, 30, then asked the 16-year-old victim why she liked to wear revealing clothing. When the victim ran away from him, he chased after her on his bicycle, stopping only when she threatened to call the police. At the State Courts on Monday (25 November), Yusri, who works as a lashing specialist, was jailed for 10 months along with three strokes of the cane. He pleaded guilty to one charge of using criminal force to outrage the modesty of a person. Another count of performing an obscene act was considered in sentencing. Asked victim about her clothing At about 11.30am on 11 August, the victim was walking along the Geylang Park Connector towards Dakota MRT station. Yusri was riding his bicycle in the opposite direction and noticed that she was wearing a white T-shirt that exposed her stomach area. He rode past her, made a U-turn and rode past her again. He then stopped his bicycle about 10m ahead of her, got off and waited for the victim – a Secondary 4 student – to walk towards him. After she had walked past him, Yusri got back on his bicycle, cycled past the victim once more and stopped in front of her. He then asked her for the time, thanked her and rode away. Yusri then made another U-turn and rode towards the victim again. This time he slowed down as he approached the victim and used his right hand to squeeze her left breast over her T-shirt. He stopped about 2m ahead of the victim, got off his bicycle and put it on its stand. Yusri then walked towards the victim with his pants down and his penis exposed. The victim told him not to come near her. Yusri then asked the victim for her age and if she lived in the area. “He then asked her why she liked to wear such clothing and the victim replied that it was not wrong for her to wear such clothing,” Deputy Public Prosecutor Derek Ee said. The victim then ran away from Yusri, who chased after her on his bicycle. When he caught up to her, the victim turned around and told him, “Don’t come near me, if not I will call the police”. He then cycled away while the victim ran home crying. Yusri admitted to police that he had gotten off his bicycle to talk to the victim after molesting her as he noticed that she did not shout. “He admitted to the police that he thought he might have a chance to touch her more if she did not object to it,” said DPP Ee. Previously molested 3 women The prosecutor sought 10 months’ jail and four strokes of the cane, noting that Yusri was recalcitrant and has a proclivity for offending. In 2003, Yusri was convicted on three charges of outrage of modesty for touching the breasts of three women, aged 18, 22 and 24. He was ordered to spend two years in a juvenile home. Four years later, he was fined $2,000 for committing an obscene act. He served a two-week jail term in default of payment. Yusri was also sent to the Reformative Training Centre in 2008. He was also jailed three years in 2010 for driving and theft offences. He was later sent back to prison for three years and two months in 2013, again for driving and theft offences.
