Police officer charged with taking another S$36,000 in bribes

SINGAPORE: A police officer previously charged with accepting bribes was handed further corruption and cheating charges on Friday (Jan 26).

Poo Tze Chiang, 46, was given four fresh corruption charges, of which one charge is amalgamated, as well as an additional charge of cheating and dishonestly inducing a delivery of property. 

 

 

The Corrupt Practices Investigation Bureau (CPIB) said that on three occasions between July and October 2019, Poo allegedly obtained, for himself or for the benefit of an unknown Singapore Police Force (SPF) officer, gratifications totalling S$18,000 (US$13,443) from Chinese national Chen Guangyun.

The man was being investigated for immigration offences.

"These gratifications were allegedly meant as inducements for Poo, or the said SPF officer, to help Chen reduce punishment or avoid prosecution for these offences," said CPIB.

It is also alleged that, over six other occasions between August 2019 and January 2020, Poo corruptly obtained further gratifications totalling S$18,000 from Chen as an inducement to help him remain in Singapore after being convicted of a criminal offence.

In September 2020, Poo also allegedly knowingly deceived Chen into believing that the former required S$10,000 to apply to two Singapore government agencies to grant the latter permission to return to Singapore.

 

 

Chen, 37, was thus induced to pay S$10,000 to Poo, CPIB said.

 

 

Chen was on Friday also handed four corruption charges, of which one charge is amalgamated

FIRST CHARGED IN NOVEMBER 2022

Poo was first charged in November 2022 with seven counts of corruption and three counts of obstruction of justice. 

He allegedly received the bribes amounting to a total of S$32,500, in the form of cash and loans, on seven occasions between 2019 and 2020, CPIB then said.  

The money was allegedly paid to induce him to provide information and assistance to Cordell Chan Yuen Kwang and Wang Huate regarding police investigations against them.

 

 

If found guilty of corruption, Poo and Chen can be fined up to S$100,000, jailed up to five years, or both. Those convicted of cheating can be jailed up to 10 years and face a fine.

In September 2023, a karaoke lounge owner was sentenced to five weeks' jail for helping his associates bribe Poo. This was to help "settle" a police investigation into a fight between two rival gangs that the associates were involved in.

SPF said in a previous statement when Poo was first charged in 2022 that it referred Poo's case to the CPIB after the alleged offences were discovered through internal checks, and that Poo was removed from frontline duties.

Mr Poo is not clean at all :(
