Ukrainian Tax Office Says Captured Russian Tanks Don't Have to Be Declared

 

Ukraine's tax agency announced on Tuesday that citizens do not have to declare captured Russian tanks and other equipment as income.

The statement from Ukraine's National Agency for the Protection Against Corruption (NAPC) said such seized items from the Russian military will not be subject to taxation. Instead, the office encouraged people to continue fighting for Ukraine.

The General Staff of the Armed Forces of Ukraine has posted multiple updates on social media about the capture and destruction of many Russian tanks and vehicles since Russia's invasion of Ukraine on February 24. The agency has also shared graphics that point to spots for civilians to aim for when throwing Molotov cocktails at Russian vehicles.

"Have you captured a Russian tank or armored personnel carrier and are worried about how to declare it?" the statement from NAPC read, according to the Interfax-Ukraine news service. "Keep calm and continue to defend the Motherland! There is no need to declare [it as income]."

The NAPC's statement further explained that Russian tanks and other equipment don't need to be declared when seized because "the cost of this...does not exceed 100 living wages" or 248,100 Ukrainian hryvnias. That amount is equal to approximately 8,260 U.S. dollars.

The NACP provided more details about why tanks and other equipment will not be subject to the country's tax codes.

"Speaking by the letter of the law, combat trophies are not subject to reflection in the declaration for the following reasons: they were acquired not as a result of the conclusion of any type of transaction, but in connection with the full-scale aggression of the Russian Federation on February 24, 2022, against the independent and sovereign Ukrainian state as a continuation the insidious attack of the Russian Federation on Ukraine launched in 2014," the statement read.

 

Videos and photographs have shown civilians fighting back against Russian forces. Many of these defenders have taken to using Molotov cocktails, per the suggestion of Hanna Maliar, Ukraine's deputy defense minister, who urged people in a social media post to make and use the homemade explosives.

Ukrainian President Volodymyr Zelensky on Saturday also called on everyone in the country who is able to take up arms.

"Our military, our national guard, our national police, our territory defense, special service, nationals of Ukraine, please carry on. We will win. Glory to Ukraine," he said in a Saturday briefing, according to The Guardian.

Zelensky also urged people from other countries to come over and help fight Russian forces.

"Every friend of Ukraine who wants to join Ukraine in defending the country please come over, we will give you weapons," he said. "It will be announced very shortly, how this can be done. Everyone who is defending Ukraine is a hero."

Ukraine: Russia has attacked schools and hospitals, says deputy PM

 

Russia is striking civilian targets in Ukraine, including hospitals, nurseries, and schools, the Ukrainian deputy prime minister has said,

Olha Stefanishyna told the BBC that, after "strong resistance" from the Ukrainian army, there was an "enormous operation" by Russia against civilians.

She accused Russia of a "terroristic plan", with attacks coming from the air and also by land.

The World Health Organization also said health facilities are being attacked.

"The WHO has confirmed several attacks on health care in Ukraine, causing multiple deaths and injuries," the WHO director-general Tedros Adhanom Ghebreyesus said on Sunday.

The British government has accused Russia of targeting populated areas "in multiple locations".

 

"Russia has previously used similar tactics in Chechnya in 1999 and Syria in 2016, employing both air and ground-based munitions," the UK said in an intelligence update.

On Saturday, UN monitors said 351 civilian deaths had been confirmed in Ukraine since the invasion began on 24 February, but the real figure was likely to be "considerably higher".

The UNHCR said more than 1.5m people have fled Ukraine since Russia invaded.

But Russia denies targeting civilians - saying it is carrying out a "special military operation" against Ukrainian "nationalists" and "neo-Nazis".

Meanwhile, more than 1,700 people were detained across 44 Russian cities on Sunday at anti-war protests, the monitoring group OVD-Info said.

Ms Stefanishyna - who was speaking to BBC TV's Sunday Morning programme - accused Russia of "military tactics right in the cities of Ukraine".

 

"Shelled hospitals, the shelled houses for kindergartens and schools, and the ordinary households," she said. "This is how the reality looks."

She said Ukraine was seeing "another wave of implementation of this terroristic plan of [the] Russian Federation".

Ms Stefanishyna claimed Russia was suffering "enormous losses" of soldiers and equipment, but this "does not deter Russia".

"It only encourages further aggression," she said.

Russian Space Program Is Apparently Forbidding Employees From Traveling Abroad, Fearing They’ll Flee

As the invasion of Ukraine continues into yet another bloody day of fighting, Russia is struggling with a battle much closer to home: brain drain. That’s the phenomenon that occurs when academics, scientists, doctors, and other educated people leave a region en masse.

 

Russia has been dealing with brain drain for years now. However, with severe economic sanctions and draconian restrictions on free speech imposed on the country following Putin’s invasion of Ukraine, it’s been contending with a massive new spike of people trying to leave.

 

So it should come as no surprise then that Dmitiry Rogozin, the erratic head of the country’s space program Roscosmos, has allegedly forbidden agency employees from being able to travel abroad. 

 

The order itself was spotted by Kamil Galeev, a Moscow-based journalist and Galina Starovoitova Fellow on Human Rights and Conflict Resolution at the Wilson Center. On Wednesday, he tweeted an alleged picture of the order, which was dated February 28, 2022 — mere days after the initial invasion of Ukraine. 

 

 

He later added that border guards in Russia are instructed to stop IT and computer engineers specialists from leaving the country.

 

Ars Technica space editor Eric Berger echoed Galeev’s sentiment that Rogozin “prohibited Roscosmos employees from traveling abroad, even to Russia’s allies.”

 

The move would be absolutely in line with what we’ve seen from Rogozin so far during the conflict. Since the invasion began in late February, he’s taken to Twitter to post a seemingly endless stream of pro-Putin and anti-US propaganda. He’s even feuded with NASA figures such as astronaut Scott Kelly.

 

So his alleged directive attempting to keep Roscosmos employees in Russia really is no surprise. But while it might work in the short term, it certainly doesn’t bode well for the country’s future. 

 

“In the long run, brain drain might be the most important problem for Russia,” when it comes to its economic future, Nikolai Roussanov, an economics professor at the University of Pennsylvania, told Insider. He later added that the brain drain would “accelerate, especially as foreign academic institutions break off their relationships with Russian ones.”
