Western nations agreed to unleash new sanctions to further isolate Russia’s economy and financial system after initial penalties failed to persuade President Vladimir Putin to withdraw his forces from Ukraine. 

A decision to penalize Russia’s central bank and exclude some Russian banks from the SWIFT messaging system, used for trillions of dollars worth of transactions around the world, was announced Saturday in a joint statement by the U.S., European Commission, France, Germany, Italy, U.K. and Canada. The agreement includes measures to “prevent the Russian Central Bank from deploying its international reserves in ways that undermine the impact of our sanctions.” 

“Russia’s war represents an assault on fundamental international rules and norms that have prevailed since the Second World War, which we are committed to defending,” the Western governments said. They said they were “prepared to take further measures to hold Russia to account for its attack on Ukraine.”

The move is aimed at Russian banks that have already been sanctioned by the international community, but can be expanded to other Russian financial institutions if necessary, officials said. One official said the White House is looking at exemptions for transactions involving the energy sector, which the U.S. administration has sought to exclude to prevent oil prices from surging.

More penalties against the central bank could come this weekend, according to a U.S. official. Russia has about $640 billion in reserves.

Singaporean among 12 people evacuated from Ukraine: Malaysia foreign ministry

SINGAPORE: A Singaporean was among a group of 12 people who have been evacuated from Ukraine’s capital, Kyiv, following Russia’s invasion of the country.

The group, which was also made up of nine Malaysians and two Ukrainian dependants, arrived at the Korczowa-Krakovets border of Ukraine and Poland on Sunday (Feb 27) at 5.45am, Malaysia’s Ministry of Foreign Affairs said in a Facebook post.

They were led by Ms Fadhilah Daud, Chargé d'Affaires ad interim of the Malaysian Embassy in Ukraine.

“The convoy was received by two officials from the Embassy of Malaysia in Poland,” the foreign ministry said. The ministry, otherwise known as Wisma Putra, added that all evacuees and accompanying officials will be heading to Poland’s capital, Warsaw.

“Wisma Putra is in constant contact with officials of the embassies on their location, safety as well as of the accompanying convoy,” it added.

The Singapore High Commission in Kuala Lumpur and Consulate-General in Johor Bahru wrote in a Facebook post on Sunday that it is “grateful” to Malaysia's foreign ministry for assisting the Singaporean to evacuate from Kyiv under difficult circumstances.

“A friend in need is a friend indeed!” it added.

It said that the situation in Ukraine remains “deeply concerning”.

“Singapore strongly condemns any unprovoked invasion of a sovereign country under any pretext. The sovereignty, independence and territorial integrity of Ukraine must be respected.”

Responding to an announcement on Thursday by President Vladimir Putin of the start of a "military operation" in Ukraine, Singapore’s Ministry of Foreign Affairs said: "We hope military actions will cease immediately; and urge a peaceful settlement of the dispute, in accordance with the UN Charter and international law.”

Russia launched its invasion on Ukraine by land, air and sea on Thursday in the biggest attack on a European state since World War II.

At least 137 people were killed and 316 injured in Ukraine on the first day of fighting, with explosions heard in Kyiv early Friday.

So far, more than 198 Ukrainians have been killed and 1,115 people wounded, Interfax quoted Ukraine's Health Ministry as saying.

Russian President Vladimir Putin has been rebuked in various ways since he first directed his soldiers to invade Ukraine last week, including multiple sanctions that are intended to negatively impact his citizens and economy.

Now, a pair of international martial arts groups are going after Putin's status in the realms of taekwondo and judo.

Today, World Taekwondo—labeled as the International Federation that governs the sport and is a member of the Association of Summer Olympic International Federations and International Paralympic Committee—announced it had revoked Putin's honorary 9th dan black belt that was given to him in November 2013.

"World Taekwondo strongly condemns the brutal attacks on innocent lives in Ukraine, which go against the World Taekwondo vision of 'Peace is More Precious than Triumph' and the World Taekwondo values of respect and tolerance. [W]orld Taekwondo's thoughts are with the people of Ukraine and we hope for a peaceful and immediate end to this war," the organization said in a statement.

World Taekwondo, expressing solidarity with the International Olympic Committee, also stated that no Russian or Belarusian national flags or anthems will be displayed or played at the organization's worldwide events—nor will it, in cohesion with the European Taekwondo Union, "organize or recognize" Taekwondo-related events in both Russia and Belarus.

The announcement came on the heels of a statement made Sunday by the International Judo Federation, which "in light of the ongoing war conflict in Ukraine" suspended Putin's status as the federation's honorary president and ambassador.

Ties between Putin and the Japanese form of unarmed combat go back decades.

According to a 2001 profile of Putin reported by NPR's Michele Kelemen, "Putin was, by most accounts, a good athlete, an expert in judo but an average student who, in the ninth grade, went to his local KGB office to sign up."

He reportedly said that judo "is not just a sport, it's a philosophy."
