There is no hell except when people make their own hell. It is difficult to reconcile because I have felt and seen things. Or maybe they were imaginations of my deluded mind. As to why the hell deities allow ghosts to wreak havoc, maybe they are like the police. They only act when people make a report. And then it take time for them to show up. But no one can give me a convincing answer. I dont expect laymen to have the answer. Even those religious persons, also gives me the "i also dont know" responses! The spirits are trying to get closer to god/heaven but the closest they can get is the religious place because they are stuck on earth Some buddhists believe the spirits are there to listen to sutras being chanted or taught so they can attain enlightenment. Some buddhists will play recordings of sutras on loop on a speaker while they go for walks around cemeteries. Have you tried asking the Thai ajahns? They might know more since there is a tradition of dealing with ghosts. Yes like human when we are "in trouble" or feeling "low" in life. People turn to religion for "help" eg "tio Beh Pioy/Toto/4D". They "talk" to God/Buddha/Allah/etc.... to get help to solve their problems! So in the after life, these spirits do the same. Places of Vices also have plenty of different elements....
