Singapore‑Haze: Meeting, Probes and Planned Law Changes (28 Oct 2026)
Background
Singapore summoned senior leaders from 10 companies with links to palm‑oil, pulp‑and‑paper and agricultural supply chains, over concerns their operations or suppliers may be connected to land fires that caused trans‑boundary haze affecting Singapore .
The Meeting
- When: 28 Oct 2026
- Hosts: Deputy PM Gan Kim Yong; Senior Minister K Shanmugam; Minister for Sustainability and the Environment Grace Fu. Also present: Senior Counsel Davinder Singh, plus officials from the Attorney‑General’s Chambers, NEA and Ministry of Law .
- Duration: Less than 30 minutes .
- Outcome: Company executives publicly pledged full cooperation with Singapore’s investigations .
Companies and their representatives at the meeting (8 named in detail; the full 10 were notified)
1. Bumitama Agri – Lim Gunawan Hariyanto (CEO‑Executive Chairman)
2. First Resources – Ciliandra Fangiono (CEO‑Executive Director)
3. Golden Agri‑Resources – Franky Oesman Widjaja (Chairman‑CEO; also represented APP Group)
4. Indofood Agri Resources – Mark Julian Wakeford (CEO‑Executive Director)

Planned Legal Amendments
The Government will table changes to the Transboundary Haze Pollution Act in the next Parliament sitting .
Key new provisions:
- Refusing to appoint independent assessors or failing to cooperate fully with official inquiries will become a criminal offence .
- Each targeted firm must engage an investigation team (investigations firm + law firm, selected from a state‑approved panel appointed by NEA). The law firms advise the investigators, not the companies .
- The companies pay the costs of the assessments .
- Assessors get full access to company records, sites, staff, plus supply‑chain and corporate‑relationship data. They may bring in outside specialists such as satellite‑data analysts .
- Final assessment reports go to NEA, which will decide what further action to take .
Key Statements by Ministers
### K Shanmugam
- “The intention of this exercise is not to find scapegoats.” The process aims to establish facts; firms with clean supply chains can use the review to clear their names .
- “Haze is caused by fires. Fires are caused by irresponsible business practices. It is not a natural phenomenon.”
- A corporate footprint in Singapore brings a duty to ensure operations and supply chains do not create haze .
- If wrongdoing is proven and firms choose to leave Singapore, the Government accepts that as a possible consequence of prioritising public health .
- He stressed the summoned firms are not presumed guilty, and they are not the only ones under scrutiny; notices have also been sent to overseas firms with no Singapore presence .
### Grace Fu
- “We will exercise our powers to protect the health of Singaporeans.” Even as haze conditions improve, enforcement work will not stop .
- Singapore residents “should not have to bear the consequences of irresponsible business practices.”
