Full Details of New CEA Property Industry Rules (Effective Jan 1, 2027)
📅 Key Timeline
All changes take effect 1 January 2027, announced by CEA and MND on 28 July 2026.
1. Extended Validity Periods
- Current: Agency licences & agent registrations are valid for 1 year
- New: Extended to 3 years
- First 3-year cycle: 1 Jan 2027 – 31 Dec 2029
- New licensees/registrants: Validity starts from issue date, expires 31 Dec of the 3rd year
- Fees: Still charged annually, no large lump-sum payment every 3 years; only pay renewal application fee once every 3 years
2. New Currency Requirement (CR) for Agents
To renew registration for another 3 years, agents must meet either condition:
✅ Complete at least 3 qualifying transactions over the 3-year period; OR
✅ Pass the official Refresher Examination
Recognised Transactions
Includes:
- HDB resale & rental
- Private residential sale, resale & rental
- Commercial / industrial sale, resale & rental
- Foreign property sale
- En bloc transactions
Refresher Exam Details
- Focuses on practical, up-to-date industry knowledge
- Details to be released by 1st half of 2029
- Agents who do not hit 3 transactions are guaranteed an exam seat
Exemptions & Waivers
- New agents: No requirement in the 1st year; only need 2 transactions in the remaining 2 years, or pass the exam
- Waivers available case-by-case for extenuating circumstances (e.g. serious illness)
- Non-practising management staff do not need registration, hence are exempt
3. Existing Requirements Remain
- Annual CPD: Still need to complete 16 training hours per year (effective since 1 Jan 2026)
- The new CR complements, not replaces, the CPD rule
4. Transparency & Data Measures
- Commission data collection: CEA will collect monthly commission data from agencies starting 1 Jan 2027; only aggregated, anonymised industry figures will be published later (no individual data)
- Listing verification platform: Full launch in 2027 to fight fake/duplicate/unauthorised property listings
5. Measures Under Study
- Publish consumer ratings of agents on the CEA Public Register
- Mandate signed Estate Agency Agreements and commission disclosure before work starts
- Make HDB Resale Flat Listing the default platform for HDB resales; allow direct owner listings on portals
- Survey agents on agency support practices
Background
- As of 1 Jul 2026: 38,162 registered agents, 1,018 licensed agencies in Singapore
- 75% of consumers expect agents to do at least 1 transaction per year; ~40% of agents currently do not meet this expectation
- Median 2 residential transactions per agent annually (2023–2025 data)
