The employee immediately rejected the offer.   ### **The Individuals Involved**  * **Chen Changcheng (43):** A Singaporean who provided brokering services in the shipping industry.  * **Xiao Zhongfeng (45):** A Chinese national, director, and sole shareholder of MGW Technologies—a company that sells equipment and engineering services in the oil and gas industry.    * **The Target ("A1"):** A former colleague of Chen's who was working at Sembcorp Marine at the time.   ### **How the Scheme Folded Out**  * **The Intent:** Chen and Xiao learned that Sembcorp Marine was handling major construction projects. Xiao expressed interest in having his firm supply material handling equipment for these multi-million dollar deals, and Chen offered to leverage his connection with his former colleague ("A1").    * **The Bribe Offer:** In January 2023, Chen called A1 over WeChat. On behalf of Xiao, Chen offered A1 a **1% to 2% cut** of any Sembcorp Marine contract that MGW Technologies successfully secured with A1's assistance.    * **The Math:** Chen estimated that if a contract was valued between US1 million (S1.3 million) and US2 million, A1 stood to pocket up to **US40,000 (S$54,000)**.    * **The Rejection:** A1 immediately rejected the corrupt offer.   ### **The Legal Outcome** Both men were convicted of a charge under the **Prevention of Corruption Act**.   Deputy Public Prosecutors argued for a one-month jail sentence, stating: *“The price of Singapore’s hard-won image as a corruption-free city is eternal vigilance, and leniency cannot be shown even on account of unfamiliarity with our business practices.”*   The judge ultimately handed down a **20-day prison sentence** to both Chen and Xiao. Under the Prevention of Corruption Act, individuals convicted of offering bribes face punishments of up to five years in jail, a fine of up to S$100,000, or both.
