construction companies will buy compulsory workplace accident insurance for their workers as this is part of govt regulation. but issue here is usually these companies will buy workplace accident insurance and basic healthcare insurance only. and as i understand, workplace accident will only cover work-related mishaps while basic healthcare only cover outpatient treatment. so in this case, i dont think the mangalas r covered by the insurance their employers bot for them.

which brings up another question. these mangala workers r brought in by the construction companies and these construction companies earn their profits on the backs of these mangala workers. thus, the onus r on these companies to provide a safe and healthy living environment for these workers. and in this most recent episode, we can see that these companies have clearly failed to do so and as a result, wuhan spread uncontrollably amongst the workers. therefore, these companies r to bear the responsibility of what happened as well. it cannot be the case that the taxpayers must pay for the mistakes of a private enterprise. if it does, this becomes a situation of privatising the profit while socializing the costs.
