There is a reason why caning is excused for women in Spore. I hear rumours during NS the caning is so severe that it can wound a woman womb so bad she can never have babies again. Similarly for old ppl the cane can actually brought on death as older man health and organs not so well due to age. The caning is not those parents cane kids that kind of cane.
