This applies to all ages and any flat size .       📜 Background of the Rule   - Introduced 30 September 2022 as a temporary cooling measure  - Goal: Ease intense competition, prevent faster price rises, and keep flats affordable for buyers with greater need (especially first‑timers)  - Reason back then: Private property buyers had stronger purchasing power and often outbid other groups        📊 Why Remove It Now   Market stabilisation   - Resale price index fell 0.1% (Q1 2026) and 0.3% (Q2 2026) — two consecutive quarterly drops  - Preceded by five straight quarters of slower or zero growth from Q4 2024 to Q4 2025    Rising supply   - Flats completing Minimum Occupation Period (MOP) and entering resale market: - ~8,000 (2025) → 13,500 (2026) → 15,000 (2027) → 19,500 (2028)  - Government to launch 50,000 BTO units from 2025–2027        ⚠️ Rules That Still Apply   ❌ 30‑month wait‑out period remains for:   - Buying subsidised flats or resale flats with housing grants - Buying an Executive Condominium (EC) from a developer - Taking an HDB housing loan for any HDB purchase    ✅ Other unchanged requirements   - You must sell your private property (Singapore or overseas) within 6 months of completing your HDB resale purchase  - You still need a valid HDB Flat Eligibility (HFE) letter before buying  - Existing valid HFE holders: No change, no action needed  - Pending HFE applications: HDB will update eligibility automatically        💡 What This Means for You   - Private homeowners can downsize to HDB resale immediately if paying fully in cash or using only bank loans, no more 15‑month delay - Greater flexibility for right‑sizing, retirement planning, or moving closer to family - The move is expected to keep supply ample and support stable prices without extra cooling measures
