if it was me, i invite hawker to open in Government owned Cafeteria all over SG, design to sell cheap and good food
since it gov owned buy ingredients in bulk is super easy

Streamlined Menu (plan with Simple Ingredients, Smart Prep(mean Ingredients can be use for other dish at the same time) with local food (chicken rice, laska, lor mee, nasi lemak, fish soup and other local food but on a rotation every month)
only cover cost, if have profit. it will offset by making meal cheaper if possible if not them temporary promo until profit is used up
