Error Message: 
This configuration section cannot be used at this path. This happens when the section is locked at a parent level. Locking is either by default (overrideModeDefault="Deny"), or set explicitly by a location tag with overrideMode="Deny" or the legacy allowOverride="false".

Cause(s):
Application development features have not been turned on in Windows

 

Solution:

1. Go to "Turn Windows features on or off" in Windows control panel
2. Go to Internet Information Services > World Wide Web Services > Application Development Services
3. Turn on all features except CGI
4. Click on, then Download files from Windows Update
5. Allow installation to complete and refresh your page.
