If top private-sector talent is driven primarily by public service ethos, why is a high financial benchmark necessary to clear what you call the "financial hurdle"?    Question 5: Are we assuming that top-tier leaders respond primarily to the same financial incentives as corporate executives? If a highly qualified citizen requires a million-dollar market rate before agreeing to serve their own country, are we recruiting a public servant driven by civic duty, or are we hiring a commercial executive?    Question 6: By reframing the debate to "what sustains high-quality leadership over the long term," aren't you side-stepping the exact issue citizens are asking about—which is the absolute income disparity between elected officials and median wage earners?    Question 7: Who gets to define what "high quality leadership" looks like under that question? If the government defines the criteria for quality, and then uses that definition to justify the salary required to maintain it, hasn't the argument become a closed loop that insulates the salary formula from public challenge?
