The pair were kissing and being intimately affectionate — the man was bouncing the woman on his lap. Both were fully clothed; the woman appeared to be wearing a hijab. The area was brightly lit, beside a road, and clearly visible from surrounding flats.   Reaction & Outcome   Residents considered the behaviour inappropriate — the neighbourhood has many children. A neighbour shouted from a window, telling them their conduct was unsuitable and suggesting they get a private room. The couple then packed up and left around 12:20am. They had lived together in a one-room HDB rental flat. After the divorce, his ex-wife moved out and was removed from the tenancy. - HDB told him he must prove he was married to stay; otherwise, he had to apply under the Joint Singles Scheme. He didn’t qualify. - July 24, 2023: HDB issued an eviction notice requiring him to move out.       The Crime   - Sept 5, 2023: Faizal applied to add his girlfriend and her daughter as occupants, claiming he was married — but couldn’t produce a certificate. - That night, he secretly accessed his girlfriend’s phone, found a digital copy of her real marriage certificate with her ex-husband, and forwarded it to himself. - Using photo-editing software, he changed the groom’s name, NRIC number, and marriage date. - Sept 6, 2023: He emailed the forged certificate to HDB.       The Forgery Details   - The fake certificate said they married on May 25, 2023. - Critical flaw: His girlfriend’s divorce from her actual husband wasn’t even finalised on that date. - The document was nearly identical to the real one — only the font on the altered groom’s info looked different.       Caught   - The deception went undetected for almost a year. - Oct 2024: His girlfriend applied separately for a rental flat as a divorced person, declaring her daughter’s custody.
