when local have lesser and lesser kids + those cannot go nsf + those give up citizenship before age 13(i think, before the person liability for NS)  And with most FT/PR will try to get citizenship after age 30 + new citizen( kids born in sg) some left SG before liability for NS        i want to see what will SG do.   A- hire  a Full time paid salary to take over? B- subcontract out C- all new citizen need to serve regardless of age  (older one maybe more relax etc...)   i sure option C is highly unlikely
