The scheme aims to boost recycling rates, cut waste sent to incineration/disposal, and produce cleaner recyclables. As full implementation nears, public debate has intensified — covering refunds, machine reliability, and the rise of people collecting containers for cash.       ✅ What Worked — Smooth Returns   STOMP tested Return Right reverse vending machines in Sengkang & Toa Payoh in mid‑August and returned over 10 containers without issue. As long as containers showed the Return Right logo and legible barcodes, they were accepted quickly. Refunds credited to a Paylah! account via QR code scanning. Containers without the Return Right logo were rejected.   ⚠️ What Didn’t — Reliability & Access Issues   Not all experiences were smooth:   - Daniel Tan tried 5 machines in Chai Chee — some were faulty, others had ambassadors on duty for only 4 hours weekly. He urged authorities to review operations. - STOMP survey results: - ✅ 32% successfully received refunds - ❌ 21% tried but failed to get refunds - 🤷 39% didn’t bother returning containers at all   🧾 Residual Liquid — No Rinsing Required?   NEA’s blue‑bin guidelines advise rinsing recyclables, but no such requirement applies to BCRS returns.
