Reports from the Mexican border city of Matamoros say a splinter group of the Gulf Cartel, called the Scorpions Group, has apologised for kidnapping four US citizens last week, killing two of them, and has turned over the men it says are responsible. On their front pages, many of Mexico's newspapers published a photograph that appears to show five men lying face down on the ground, their hands tied, and their T-shirts pulled up above their heads. It was apparently taken as police arrived on the scene. A letter from the Scorpions Group was allegedly left with the men which apologised to the people of Matamoros, to the US victims and their families, and to a Mexican woman killed last week when the gang fired on a white minivan the Americans were travelling in. The Associated Press says it has obtained a copy of the letter from a law enforcement official in the state of Tamaulipas. "We have decided to turn over those who were directly involved and responsible for the events", the letter reads, saying the five had "acted under their own decision-making and lack of discipline". The letter also accuses the men of breaking the cartel's rules over "protecting the lives of the innocent". Reports suggest the four Americans were taken there by the gang but the two with the worst injuries - Shaeed Woodard and Zindell Brown - died soon after. Reuters news agency reported that Mexican officials had given the bodies of the two dead men to US officials in Matamoros on Thursday afternoon, and their remains were repatriated. The latest developments come as some doubts have been cast in Mexico on the initial version of events. The group were said to have travelled to Matamoros for one of them, Latavia McGee, to undergo a cosmetic medical procedure at a clinic in the city. Her three friends were said to have accompanied her to the appointment. In the United States, several Republican politicians, among them the Senator for South Carolina, Lindsey Graham, have called for the use of US military force against Mexico's drug cartels. Specifically, he's proposing a plan to designate Mexican drug cartels as "Foreign Terrorist Organisations" in order to, as he put it, "unleash the fury and might of the United States against (them)". The silence from Studio Ghibli regarding the matter has landed it in hot water. It’s been just over four months now since the highly anticipated Ghibli Park opened its doors to the public on 1 November, and though the park has been receiving rave reviews for its environmentally friendly transport and the anime worlds that have been created in nature-filled areas, it has come under fire for what some have described as examples of hostile architecture, and now there’s another incident creating controversy with the public. It recently became clear that a number of visitors have been posing in lewd ways with some of the park’s exhibits, namely the large figurines modelled on some of the studio’s most famous characters, located inside the Grand Warehouse. People online have been sharing photos of these badly behaved visitors, which show a number of young men grabbing the breasts of Therru from Tales from Earthsea and taking up-skirt photos of Marnie from When Marnie Was There. ▼ The photos began appearing online on 22 February. In the real world, acts like these are sex crimes that would result in an arrest. Compounding the problem is the fact that both these characters are estimated to be between 14 and 17 for Therru, and in the case of Marnie, 12 years of age, making them both minors as they are under 18, the legal age of adulthood in Japan. Add in the fact that many of the visitors to Ghibli Park are families with young children, and the problem becomes one which requires some sort of response from officials. However, media outlets who sought comment from Ghibli Park about the incidents were told by the public relations office that the park will not be commenting on the matter. This only heightened criticism against the park, until finally, on 9 March, Hideaki Omura, the governor of Aichi Prefecture, where the park is located, held a press conference, saying: “These displays are there so that everyone, from children to adults, can immerse themselves in the works of Studio Ghibli. It’s extremely unpleasant for photos like these to be uploaded to social media. It’s extremely regrettable and I sincerely want it to stop.” ▼ News report on the governor’s press conference. He went on to reveal that a similar problem occurred in the past at the Ghibli Museum in Tokyo’s Mitaka, and because of these incidents, Ghibli Park has a policy of not commenting on these matters. As the park is located in Aichi Prefecture, the governor says he has asked Ghibli Park to respond strictly in the event of malicious incidents, and he also requests that visitors alert staff immediately if they see behaviour like this occurring during their visit. He concluded by saying that people who act like this should not come to the park, and he is resolute that there will be strict repercussions for anyone acting like this in future. SINGAPORE: On March 8 (Wednesday) HKP Food Technology Pte Ltd was fined $8,500 by the court due to hygiene lapses under the Sale of Food (Non-Retail Food Business) Regulations. The Singapore Food Agency (SFA) said in a media statement that its officers inspected HKP Food Technology’s food manufacturing establishment at Block 3015 Bedok North Street 5 on June 30, 2021, and “detected widespread pest infestations (i.e. cockroaches and rodent droppings) and poor cleanliness of its food preparation and storage areas, which posed a high risk for food contamination to occur. HKP is one of the suppliers of the popular Ho Kee Pau chain, which serves traditional steamed pau, among other food items. SFA noted in its statement that unfortunately, this is not the first time that enforcement action has been taken against the company due to hygiene lapses. Two years ago, it suspended its operations due to widespread pest infestations, including cockroaches and rodent droppings that were found on premises where food was assembled and prepared. SFA added at that time that these areas were “poorly maintained.” “In the interest of public health, SFA directed HKP Food Technology Pte Ltd to rectify the lapses and take necessary measures to improve the food safety practices and the cleanliness of its premises,” it added in the Mar 8 statement, noting that “Food safety is a joint responsibility as food can be contaminated anywhere along the food chain.” It further reminded food operators to make sure that their premises are clean and well-maintained, and that their personnel is sufficiently trained regarding proper food safety management. “SFA will take enforcement action against food operators who do not adhere to regulations or comply with food hygiene and food safety requirements. Shots were fired inside a building used by Jehovah's Witnesses in the northern German city of Hamburg on Thursday evening, and an unspecified number of people were killed or wounded, police said. The Bild newspaper reported that seven people were dead and eight more injured in the shooting which it said took place in a Jehovah's Witness church. "Several people were seriously injured, some even fatally. We are on site with a large contingent of forces," said Hamburg police on Twitter. The shooting took place in the Gross Borstel district, a few kilometres (miles) north of the downtown area of Germany's second-biggest city. German news agency dpa reported seeing rescue services taking people out of a building used by Jehovah's Witnesses. Police said they were alerted to the shooting about 9:15 p.m. and were on the scene quickly. They said that after officers arrived, they heard a shot from an upper floor. The police statement said there was no immediate indication that a shooter was on the run and tehat it appeared likely that the perpetrator or perpetrators were either in the building or among the dead. Police had no information on the event that was under way in the building when the shooting took place.
