  13. SINGAPORE: A 22-year-old man was arrested at Woodlands Drive on Wednesday (Nov 28) for his suspected involvement in a series of cheating cases involving at least S$1,400. The police on Thursday said they received several reports from victims between Sep 6 and Nov 15 this year. The victims had responded to online advertisements that claimed to sell items such as PlayStation 4 gaming consoles. The advertisements also offered puppies for adoption. The seller then became uncontactable after the victims made payments via bank transfers. The sums involved ranged from S$50 to S$800. Channel NewsAsia understands that the advertisements were posted on Carousell and Gumtree. The man will be charged in court on Friday for the offence of cheating. If found guilty, he faces a maximum sentence of 10 years’ jail and a fine. To avoid falling victim to online purchase scams, the police advise members of the public to adopt the following measures: Make your online purchases only from reputable vendors; If advanced payments are necessary, only transact with people you know and trust. Check that the person or company you are buying from is physically located where they claim to be. Check the company or seller’s track record. Make enquiries with the clients and customers about the service they received from the seller. Never give your bank account numbers, credit card numbers and personal information to anyone you do not know or have not checked out. Do not provide any information that is not necessary to make the purchase. Do be mindful that scammers may use a local bank account for the transaction to enhance their credibility. The owner of the bank account may not be the person communicating with you online. To seek scam-related advice, the public may call the anti-scam helpline at 1800-722-6688 or visit www.scamalert.sg.
  14. The popular Japanese soft serve ice cream shop draws queues of eager fans at all its Hokkaido and Taiwan outlets. The first Singapore outlet of Naganuma Ice, a Hokkaido F&B company specialising in milky soft serve ice cream, opens tomorrow (Dec 1) in Carlton City Hotel at Tanjong Pagar. Founded in 1994 in the town of Naganuma, the Japanese brand has three stores in its native Hokkaido and three in Taiwan, all of which draw enthusiastic queues. There are plans to add two more stores in central Singapore by April 2019. Naganuma Ice’s soft serve is made with Hokkaido eggs and pure Hokkaido raw milk – Nama milk which is believed to be more flavourful. Fans, according to the press release, can expect the same quality ingredients at the Singapore outpost as they would in Japan. There will be six soft serve and 12 gelato flavours available here, including their Rich Milk Soft Serve (S$6). Exclusive to the Singapore store however, are the Creme Brulee Rich Milk Soft Serve (S$8) and Black Lover Parfait (S$8.50). Creme Brulee Rich Milk Soft Serve is exclusive to Singapore. (Photo: Nagaguma Ice) Naganuma Ice is reportedly the only Hokkaido company that’s certified by the prefecture’s authorities to use raw Hokkaido milk in their products. Naganuma Ice is located at the ground floor of Carlton City Hotel.
  15. SINGAPORE: PUB will offer sandbags to about 600 residents and businesses in flood-prone areas during the upcoming monsoon season, the national water agency said in a media release on Friday (Nov 30). “With more unpredictable weather due to climate change, PUB has upped its efforts to prepare our community for the coming monsoon," said director of Catchment and Waterways Yeo Keng Soon. "This year, we are helping residents and shop owners in flood-prone areas to take additional flood protection measures by providing them with sandbags." Information on flood-prone areas can be found at PUB's website. The agency is also working with the the Automobile Association of Singapore to advise motorists on safety tips during a flash flood. "During flash floods, floodwaters may rise rapidly within minutes. As a gauge, if the road kerb is submerged and not visible, motorists should avoid entering the flooded area as their vehicles may stall," the media release said. "We are taking a more active approach to educate motorists on safety tips during flash floods," said Mr Yeo. On top of it, PUB has stepped up routine checks on drainage systems at critical installations and construction sites. "During monsoon season, PUB will intensify its checks at another 70 major construction worksites around the island to ensure that public drains around these sites are unobstructed," said PUB. About 4,000 building owners, including public agencies and town councils, will receive reminders to inspect the drains on their site and ensure that they are ready to cope with the higher rainfall during the monsoon season, it added "Developers, building owners and contractors continue to play an important role by ensuring that their drainage systems are clear, so that the drains can convey stormwater effectively during heavy rain," Mr Yeo said. Referring to the “source-pathway-receptor” approach adopted PUB to counter flash floods, he added: “We are also pleased to see more developers putting in 'source' and 'receptor' measures to contain and slow down runoff into public drains and to protect their developments from floods.” The approach addresses flood protection not just through drains and canals (the pathway), but also in areas generating stormwater runoff (the source) and areas where floods may occur (the receptor). PUB said the monsoon season is expected to last until March 2019.
  16. SINGAPORE: IT retailer Newstead Technologies has agreed to sell its 10 Nubox stores, it said in a statement on Friday (Nov 30). The homegrown company, which was placed under provisional liquidation last month, said the stores will go to Apple premium reseller Elush (T3) Pte Ltd. Elush operates the iStudio and Epicentre stores. Nubox is Newstead's authorised reseller for Apple products. "Both parties are working closely to ensure a smooth transition, which is expected to be completed by January 31, 2019," Newstead said. Newstead added it is still "business as usual" for all Nubox outlets, and that the company will continue to honour all transactions and service commitments during the transition. It let about 100 employees go last month. The company had said it was in talks with investors to find a workable solution for all parties involved. Started in 1998, it operates several stores in shopping malls under the names Newstead, DigitalStyle and @notebook.com. It was to be the IT anchor tenant for the redeveloped Funan mall which is due to open in the second quarter of 2019.
  17. SINGAPORE: A maid who exploited her employer's young son into performing sexual acts on her has been sentenced to 18 months' jail. The 33-year-old Indian national as well as the victim, who was 11 years old at the time of the first offence, cannot be named due to gag orders. After a five-day trial, the maid was sentenced last Thursday (Nov 22) after being convicted of four charges under the Children and Young Persons Act, and one charge under the Protection from Harassment Act. The court heard that the offences took place over a four-month period from January 2016, when the maid was alone at home with the boy. She started with kissing and progressed to molesting him and making him molest her, the prosecution said. This caused much psychological harm to the victim, said Deputy Public Prosecutor Chee Ee Ling, as the boy felt guilty and was upset that his innocence was taken from him at such a young age. Furthermore, he was "addicted to the sexual acts" and has difficulties controlling his sexual urges, the prosecutor said. Whenever they argued, the maid would threaten the boy with a fake video she had supposedly recorded of their sexual acts. The boy's family eventually found out in July 2016, and a police report was made. The defence asked for 14 months' jail, which the prosecution said was inadequate, arguing instead for two years' jail. "Rather than care for the victim which was her primary duty, she took calculated steps to sexually groom him into her pliant plaything," said the prosecutor. The maid could have been jailed for up to seven years, fined up to S$20,000 or both for committing an obscene act with a child.
  18. SINGAPORE: An 83-year-old woman died after a fire broke out in the living room of a Housing Board flat in Bukit Panjang on Friday afternoon (Nov 30). The Singapore Civil Defence Force (SCDF) said it responded to the fire on the 13th floor of Block 165 Gangsa Road at about 12.35pm, adding that officers had to force their way into the burning unit. The fire was put out using a water jet. The body of the 83-year-old woman was found lying motionless in the unit, the police said. She was subsequently pronounced dead at the scene by paramedics, they added. SCDF said 10 residents were evacuated during the incident.
  19. SINGAPORE: The annual parking fee for elected Members of Parliament has been revised. Starting Jan 1, 2019, the annual parking permit will cost S$250. However, the new fee covers only parking at Parliament House for official business, and does not include parking at HDB car parks. Currently, elected MPs pay S$365 for an annual permit that allows them to park both at HDB car parks (including season parking lots) and at Parliament House. "MPs will have to pay the prevailing short-term parking rates for usage of these HDB car parks through the Electronic Parking System (EPS) or the Parking.SG mobile app," said a circular to the MPs issued by the Clerk of Parliament. According to the circular, MPs can still park in any lot at HDB car parks, including season parking lots. CIVIL SERVANTS' PARKING RATES SPARKED DEBATE The parking rate for elected MPs came under the spotlight earlier this year after the Ministry of Education confirmed that teachers would have to pay monthly season parking fees from Aug 1. The annual rate for parking in schools for an uncovered lot is S$720 while that for a sheltered lot is S$960. The Ministry of National Development (MND) had said then: "The rate (for MPs) is a proportion of the prevailing HDB season parking rate since MPs do not park overnight or full day at their constituencies." The ministry added that the fee was increased from S$260 in 2016. "This rate is about a third of prevailing HDB season parking rates. We will continue to review and update the parking rate regularly to keep pace with prevailing HDB parking rates," MND had said. Separately, the People's Association said grassroots volunteers may apply for a monthly HDB special parking label which allows them to park, up to 11pm, in designated car parks within the constituency or GRC where they serve. The Ministry of Defence also imposed market rate season parking charges on six more MINDEF and Singapore Armed Forces camps and bases from Apr 1. Channel NewsAsia understands that the charges are S$120 per month for covered car parks and S$90 per month for open-air car parks, applicable to all permanent staff and contractors who require a car park lot on a regular basis. The Public Service Division said that public officers are required to pay car park charges at their workplace in line with the clean wage policy.
