📋 BCRS / Return Right Scheme — Full Details
⏰ Key Dates
- 1 Apr 2026: Scheme launched; deposit-marked containers available
- Transition period: 1 Apr – 30 Sep 2026 — both marked & unmarked stock can be sold
- 🚨 1 Oct 2026: Full enforcement — offence to sell regulated drinks without Return Right deposit mark + barcode
📦 What's Regulated
- Plastic bottles & metal cans 150ml to 3L
- Includes water, soft drinks, juices, dairy, alcohol, etc.
- NOT covered: cartons/pouches, glass, <150ml or >3L containers
💰 How It Works
- You pay +10¢ deposit per marked container (not subject to GST)
- Return empty container at any Return Right Reverse Vending Machine (RVM) → get 10¢ refunded digitally
- Over 1,000 machines operational since Apr 1, 2026
⚠️ From 1 Oct 2026
- Only containers with Return Right logo (Deposit Mark) + BCRS barcode may be sold
- Penalty: fine up to S$10,000 and/or jail up to 3 months
- Imported stock without marks: may be manually labelled or machine-tagged
🛒 Current Situation (mid–Sep 2026)
- Retailers discounting unmarked stock by ~30% to 50% to clear before deadline
- Suppliers staggering sales to avoid flooding market
