Part of park connector near Clementi NorthArc site closed after landslide

SINGAPORE - A section of the park connector in Clementi near an almost completed Housing Board Build-To-Order (BTO) project has closed after soil spilt into the nearby canal on Friday morning.

According to the MP for the area Sim Ann, a landslide near Clementi Avenue 6 (Clementi NorthArc construction site) in the early hours of the morning caused damage to the Ulu Pandan Park Connector and soil displacement into the Ulu Pandan Canal.

The site has now been cordoned off for public safety, she said, and asked residents to stay clear of the area for now.

 

One passer-by sustained minor injuries and was attended to at the site, said HDB in a statement on Facebook. It added that the injured person is now resting at home. No other injuries were reported.

The affected areas of the park connector have been cordoned off and the public should stay away from the area, HDB added.

“HDB is working with the National Parks Board, PUB and the Building and Construction Authority to conduct a thorough investigation of the incident and carry out the necessary recovery actions,” it said. “As part of our safety process and precautionary measures, we have checked the nearby completed but yet to be occupied blocks and confirmed that they remain structurally sound.”

Cyclist Baven Chin, who travels on the section of the affected park connector twice a week from Ghim Moh to Pandan Road, said that the landslide can cause flooding in the area now that soil and mud have spilt into the canal.

 

“The rain is going to come. I don’t know what is going to happen. It is probably going to flood this area or there is going to be heavy wash off,” said the 53-year-old management consultant.

Mr Lim Thiam Chye, 56, a resident at Block 307, near the area affected by the landslide, said the street lamps in the area were not working at about 1am on Friday. He added that there are park connector users even at night. “There are people who cycle and run here at night.”

The landslide occurred near the Clementi NorthArc HDB project, which was launched in February 2017 with an estimated completion date in the second half of this year.
 

But the BTO project has been hit with delays - first till the third quarter of this year and again for up to six more months till March next year.

ST reported in April that buyers of Clementi NorthArc, among two other BTO projects, were frustrated at being informed late about the latest round of delays.

Now, the Building and Construction Authority (BCA) has issued a Stop Work Order to the builder of the BTO project.

In a Facebook post on Friday (2 Sep), the BCA shared that their engineers are at on site to conduct a thorough investigation.

Along with a professional engineer and other engineers from the Housing & Development Board (HDB), they assessed the buildings nearby.

Thankfully, they confirmed that all the unoccupied buildings are structurally sound.

Nevertheless, the BCA has issued a Stop Work Order to the builder there, perhaps as a precautionary measure.

It’s unclear if the pause will affect the timeline for completion substantially.

 

In April, HDB reportedly informed buyers of delays to several BTO projects including Clementi NorthArc.

But just a few days on 29 Aug, Holland-Bukit Timah MP Sim Ann hinted that the estate was approaching completion. She even expressed her excitement about welcoming new residents.

BCA monitoring situation closely

Besides the Stop Work Order, the BCA also instructed the builder and professional engineer to carry out slope stabilisation measures.

They additionally have to install monitoring instruments to observe soil movements.

 

Since investigations are ongoing, the BCA will continue to monitor the situation closely.

Hopefully, they’ll be able to conclude their findings soon so work can resume, and homeowners can eventually receive the keys to their flats.

We would like to provide an update on the incident which occurred at the Clementi NorthArc BTO construction site early this morning, 2 September.

The slope failure occurred at the edge of the construction site, where a retaining wall was being constructed to prepare for the subsequent building of a future basketball court and pavilion in the area. The affected area of the construction site is located away from the residential blocks of the project, and facing the Ulu Pandan Canal and Park Connector Network.

BCA has issued a Stop Work Order for the location affected by the slope failure. Works on the residential blocks have not been affected and are allowed to continue.

HDB is working with authorities to carry out thorough investigations on the cause of the slope failure.
Early this morning, BCA and HDB engineers, together with the project’s Qualified Person (QP), inspected the site and its surroundings, and have assessed that the buildings in the vicinity remain structurally sound.

Since early this afternoon, HDB has been working with the appointed contractor, Chiu Teng Construction Co. Pte Ltd, to carry out immediate measures to mitigate the impact of the slope failure. These include applying a thin layer of concrete to stabilise the slope within the site, which will be completed by tonight, and creating a channel to improve water flow through the canal.

As part of the recovery measures, we will be working to remove the dislodged soil in the canal, reinstate the damaged part of the park connector, as well as reconstruct the slope and retaining walls within the site. Works are expected to start next week.

For safety reasons, the area around the site, including the park connector next to it, has been temporarily cordoned off and will not be accessible by the public.

We will keep flat buyers updated should there be any changes to the completion date of their flats.
