What is the role of minister of state?

Second minister i understand is deputy/understudy to the main minister

in the westminister system, minister of state and second minister r equivalent to a junior minister in charge of a department in a ministry.

can never understand why casino loong loong come up with all these titles when his laopeh kept his cabinet small and simple.

My view is he needs people who he can trust to help him get things done!  To get people those people to work for him, he needs to pay for their loyalty.  People who follows his instructions and can deliver what he wants w/o question. The type whom when pink dragon says "jump! U jump!" No Why, what, when where & how?  Eg for those who are Drs or generals, their entry pay would need to be better then their profession salary.  Thats why those who entered from a professional eg Drs like Son of punggol+AMK+PP, TSL, Pcherry...... all fast track.

unfortunately, most in the cabinet r loyal but cannot deliver.

however, casino loong is much luckier than ah din.

ah din's cabinet is disloyal and cannot deliver.
