i was watching this tiong show abt cao cao last nite and what he said is quite apt for the sgp or even pan asia context.

 

if the masses r to the point of hunger, they will be forced to rebel. however, if the ruler had been wise in managing the country, even for a short time, the masses will remember for a long time.

 

obviously, the masses still remember the good of LKY and is still willing to give pappy a chance,

thats why he dont support setting up a generous social welfare net as he knows that lt-wise, a generous social welfare net will cripple a small economy.
