I'm using galaxy buds+ for both samsung phone and desktop. 

 

Hooked my pc to an apt-x bluetooth audio transmitter (since my pc's built-in bluetooth is trash) for uninterrupted audio transmission with the buds...so far so good.

As long as your PC (and phone) has Bluetooth 4.0 or above, and your buds support A2DP you should have no problems connecting both simultaneously.

Besides that your bluetooth earbuds/headphones also need to support Multipoint.

Yup mpow single connection. I was a little disappointed. But the sound quality and anc is decent. 

 

I did diy a Bluetooth earbuds, cheap device less than $20. Self soldered a donor pair of veclan monk plus. Surprisingly can connect to 2 devices

For Android users, you can't go wrong with Sony *forgot the model* or Samsung Galaxy Buds+.

You on tight budget mah. Since OP has a bigger budget, might as well go for the mid to top tier earbuds. Even the premium ones on the market right now wont cost more than $500...
