Full Case Details: Winston Liow Boon Hin (50, Singaporean)

 

Sentencing: Jailed 2 months & 5 weeks on 11 Aug 2026; pleaded guilty to 2 charges, 3rd charge taken into consideration.

 

 

 

📌 Offences & Evidence

 

- Possessing voyeuristic material: Arrested 14 May 2022, 1:44am at Concorde Hotel & Shopping Mall; handphone seized. Found 10 voyeuristic videos of ≥8 women using toilets (buttocks exposed; in 5 videos faces would’ve been visible without masks) + 40 upskirt images of unidentified women.

- Transmitting obscene images: Regular user of Sammyboy Forum since National Service. Between 31 Mar 2023 – 27 May 2024, posted 67 obscene images (upskirt & toilet voyeuristic shots) under usernames “sabii” & “xiaoqianqian”; claimed he sourced them from other adult forums to share with others.

 

📌 Prior Offences (Sexual History)

 

- 2003: Jailed for possessing obscene films.

- 2017: Jailed & caned for outrage of modesty.

 

📌 Prosecution’s Stand

 

- High privacy intrusion: victims in private acts; recordings substantial in length; images posted publicly = wide potential reach.

- Sought 2m5w – 2m7w jail term.

 

📌 Defence’s Mitigation

 

- Urge to photograph “pretty girls” developed in late 30s; claimed images not obscene / not for sexual arousal, posted only to “share interest”; stopped since arrest.

- Worked 8 years as safety officer; honest with employer, who willing to re-employ post-release (subject to approval).

- Primary caregiver for elderly father; regular charity donor; sought ≤11 weeks’ jail.
