What Happened

33-year-old tenant Ms S (engineer, living there >2 months) used the temporary female toilet around 9pm on 8 Jul. She was about to shower when she saw movement behind a wall hole, which she described as an "eye blinking".

- She went to check the other side, which was a workers' storage area, and heard the door lock immediately.

- Through door gaps, she saw holes covered only with masking tape.

- She later found over 10 holes across 3 female toilets; male toilets were untouched. Most holes were above toilet seats or shower areas, making her suspect they were deliberately made for spying.

Immediate Actions Taken

- She informed her homeowner Ezan, who rushed over, plus the site supervisor and manager.

- Within 1 hour, the contractor nailed aluminium plates to the back of the walls to block access.

- Management apologised and promised to replace all temporary toilets.

- Report filed to Town Council and HDB; HDB officers inspected the next day.

- CCTV installed near the toilets and restricted area the day after the incident.

- Renovations at the block had only started 4 days earlier (4 Jul); homeowner feared privacy breaches may have happened before.

HDB's Official Response

- Joint inspection confirmed holes were sealed with white silicone during contractor checks on the afternoon of 8 Jul (before Ms S’s report).

- Explanation: Holes are often left when old fittings like shower heads, grab bars or hooks are removed.

- Extra measures: Aluminium plates added to prevent tampering; CCTV now monitors the enclosed rear area.

Related Incident

A similar case was reported earlier: another woman filed a police report after finding holes in temporary toilets at Block 536 Serangoon North Avenue 4, also during HIP works.
