Full Details: Mandatory Treatment for Joo Seng HDB Fire Offender

Source: The Straits Times | Published: 6 July 2026, 12:35 PM

📌 Basic Case Information

- Offender: Liu Zheyuan, 44

- Incident time: Around 9:40 PM, 4 May 2026

- Location: 18th-floor unit, Block 14 Joo Seng Road (near Upper Aljunied Road)

- Charge: One count of committing mischief by fire (pleaded guilty in June 2026)

- Sentence: 2-year Mandatory Treatment Order (MTO) issued on 6 July 2026 — psychiatric treatment in lieu of imprisonment

🔥 How the Fire Started

Liu suffered from delusional disorder and believed neighbours were targeting him with laser beams and electric currents through the ceiling. To "defend himself", he lit charcoal in a pot in his living room, placed it on a metal rack near an open window, and added more charcoal. A nearby plastic curtain caught fire, which spread to the whole flat and damaged parts of the HDB block. He tried to put out the fire himself but failed, then told neighbours to evacuate and called SCDF.

📉 Consequences

- Property loss: S$80,000 to S$100,000

- Casualties: 10 people sent to Singapore General Hospital — including Liu’s elderly parents and two firefighters, mostly for smoke inhalation. Both firefighters have since been discharged.

- Liu was remanded at the Institute of Mental Health (IMH) after arrest for assessment.

📋 What is a Mandatory Treatment Order?

Under Singapore law, an MTO requires offenders with treatable mental conditions linked to their offences to undergo psychiatric care instead of jail time. It may last up to 36 months; Liu’s 2-year order means he must complete treatment as required, or face further legal consequences .

As a vaccinated person I take offense to that. The voices in my head are my own and have nothing to do with the vaccine.
