SINGAPORE - It will be mandatory for diners to return their trays and clear their table litter from June 1, the National Environment Agency (NEA) said on Friday (May 14).

Table litter includes used tissues and wet wipes, straws, canned drinks, plastic bottles and food remnants left behind after dining.

To help diners adjust, there will be a three-month advisory period from June 1 to Aug 31, during which diners will be advised to follow the rules and no enforcement action will be taken.

 

From Sept 1, enforcement will be taken against those who do not clean up after themselves at hawker centres.

First-time offenders will be given a written warning. Subsequent offenders may face composition or court fines, which can go up to $2,000 for the first conviction.

The Singapore Food Agency will also work with NEA to roll out enforcement progressively at coffee shops and foodcourts in the fourth quarter of this year.

 

 

NEA said the move, which takes place amid the public health crisis that Singapore is facing, comes after years of extensive educational efforts to change behaviour and mindsets of diners at public places.

NEA's deputy chief executive of public health and director-general of public health Chew Ming Fai said: "We've been talking about these clean tables since 2013, and there's been a lot of education effort that has been put out over the years."

One example is the Clean Tables Campaign launched in February to remind diners to step up the cleanliness in public dining places, such as not leaving food remnants behind after eating and clearing their dirty crockery.

Mr Chew said: "Following that exercise, we've seen a small uptick in terms of tray return rates from 33 per cent to 35 per cent, but unfortunately, I don't think that is significant enough."

To complement enforcement, NEA will also be setting up more tray return infrastructure across the hawker centres.

Currently, there are about 900 tray return racks installed across 111 hawker centres.

already i got answer to this

 

 

1. put the tray on the floor

2. pack your food prefer those without container (extra cost) and dry food then can bring to place like place no ppl or bus eat

3. pack your food prefer those without container (extra cost) then eat in hawker then just throw the whole thing in rubbish, to help create more waste

4. pack your food prefer those without container (extra cost), go to fast food to eat

5. at hwaker eat already, just dump the whole thing into the rubbish bin

6. Eat already sit there wait until someone clear it

7. For the soup dish eat all but dont drink all the soup and those LCHF diet  the cai png Eat the veggi and meat or better still left the some rice aside  (ask for half plate rice then left 70% rice + extra gravy to make it look like half plate full and  the bone hide inside the leftover rice to make it ever more full) and tell the cleaner you need to go toilet and dont let ppl touch first. better still if you see those tray staff, tell them dont let ppl touch you need go toilet then nv come back

Since the end game is to implement fine, next time really don't need to pretend like public education or comprehensive efforts to reengineer social behavior was ever part of the game plan and waste everyone's time thinking and debating about the issue.

 

Just come out straight with the fine right from the start, super effective can bring tray return rate from 35% - 100% and the cost is immediately socialize and profit is immediately privatize.

 

No need to debate about whether there's enough tray return facilities, or whether our cleaners are being paid reasonably to ensure appropriate staffing, no need to debate if the middleman/outsourcing model has made the ecosystem worse off than it deserves, no need to invest in all that high tech trays that refund ten cent to people who return them, no need to act like you cared about how complex the issue is.

 

Just fine from the start to remove the problem, super easy!
