Eric Chua on PA's S$796 million budget: The proof of the pudding is in the eating The People's Association (PA)'s mission is to build up the "cohesiveness of our population", as well as trust between the people and the Singapore government, and therefore needs to be "properly resourced", said Parliamentary Secretary for the Ministry of Culture, Community and Youth (MCCY) Eric Chua. He said this at the tail-end of the Committee of Supply (COS) debates for MCCY on Monday (March 8), explaining in greater detail the PA's work and a brief breakdown of the budget allocated to its work for the coming financial year. It became a topic of discussion after Progress Singapore Party (PSP) Non-Constituency Member of Parliament (NCMP) Leong Mun Wai raised it as part of MCCY's COS cuts, arguing that "many questions remain unanswered" with regard to PA's nearly-S$800 million budget. Leong: PA's budget translates to higher cost per staff than IRAS & GovTech Leong noted that this has been the case since 2016, when Workers' Party's Sylvia Lim questioned PA's increasing budget and whether the statutory board had deviated from its mandate of fostering social stability. He flagged PA's operating expenditure for financial year 2021 as being S$589 million with 2,565 staff, which translates to a higher cost per staff than those of the Inland Revenue Authority of Singapore (IRAS) and Government Technology Agency (GovTech) — both of which are supposed to have higher proportions of professional staff. Forced to download TT & SGSecure: The startling truth hidden in the reviews of government apps By kathleen 14/01/2021 In the light of grievances being aired relating to Singapore government apps—namely the technical issues with the TraceTogether app as well as the government’s revelation that the data from the app is accessible to the police despite earlier assurances that the data will only be used for contract tracing purposes—something peculiar and somewhat disturbing was highlighted in a reddit/r/Singapore thread. Specifically, that many people have been forced to leave positive reviews on government apps in order to boost the app ratings on both the Appstore and Google Playstore. A couple of people who were full-time National Servicemen (NSFs) noted that they were forced to download the TraceTogether app or sign up for extra duty shifts, or even be charged for insubordination. This prompted several other reddit users to share about how they were forced to download the government’s anti-terrorism app, SGSecure and leave a positive review, while they were serving their national service. They, too, were faced with the same threat of signing up for extra shifts if they did not download the app. One person even said that they could be “literally charged for Disobedience of General Orders” for not downloading the app. This extends to apps, as another person said they were asked to ‘like’ Facebook pages that were associated to the Ministry of Defence and to leave positive reviews for the NS cookhouse. Sifting through the thousands of reviews of the SGSecure app on both the Apple Appstore and Google Playstore revealed two things. MOH probing 13 Covid-19 cases who served SHN at Mandarin Orchard hotel SINGAPORE - Thirteen people, who had been classified as imported cases when they were confirmed to have Covid-19 last month and had served their stay-home notices (SHN) at the Mandarin Orchard Singapore hotel, may have been infected after they arrived here. The incident has also resulted in all hotel guests being progressively checked out of Mandarin Orchard, about 500 staff being tested for Covid-19, and the hotel being deep-cleaned and disinfected. But experts said the matter is unlikely to spark a wave of infections here, given that more than a month has passed since they were confirmed to have Covid-19. That would have been enough for two incubation periods of 14 days each. The reason the 13 people are suspected to have been infected here is that they had flown in from 10 different countries – such as the United States, South Korea, Britain, the Philippines and Bahrain – but have been infected by coronavirus strains that have “high genetic similarity”, implying that the infections may have come from one source. The 13 guests had also all served their SHN in the same tower of the hotel between Oct 22 and Nov 11, and were confirmed to have Covid-19 between Nov 2 and 11. In a joint statement on Saturday (Dec 19), the Ministry of Health (MOH) and the Singapore Tourism Board said: “This suggests that these cases were likely infected from a similar source.” Singapore routinely carries out genome sequencing and phylogenetic analysis of the virus – which tracks the family tree of the virus – from all confirmed cases. This normally takes about four weeks. Once the link between the 13 cases surfaced, the MOH looked deeper into the situation to see if transmission could have occurred locally, instead of these people being infected before arriving here. The authorities said: “From MOH’s preliminary investigations, we cannot exclude that transmissions could have occurred at Mandarin Orchard Singapore.” 'Remote chance' of Mandarin Orchard's staycation guests infected during stay: Expert | THE BIG STORY Genome sequencing and analysis are continuing for cases beyond Nov 11, they added. MOH said it will test all others who are currently serving SHN at the Mandarin Orchard for Covid-19 infection, instead of waiting to do the test towards the end of their 14 days of SHN. Most have been tested. It is also asking all guests who had stayed at the hotel since Nov 11 to monitor their health closely for 14 days from their last date of stay. They should see a doctor if they develop symptoms such as cough, sore throat, runny nose, fever and loss of taste or smell. The Mandarin Orchard incident comes even as Prime Minister Lee Hsien Loong recently announced that Singapore will further ease Covid-19 measures from Dec 28, due to the low rate of local transmission here. This includes allowing eight people to dine out together, up from the current five. Associate Professor Alex Cook of the Saw Swee Hock School of Public Health, who specialises in biostatistics and modelling, does not think the possible spread of the virus at Mandarin Orchard would derail this. Like most countries, Australia has rolled out its own contact tracing app but uptake has been sluggish precisely because of privacy concerns. Singapore was among the first countries to introduce a contact tracing app nationally in March last year. The introduction of the token in June had sparked a rare backlash against the government over concerns the device would be mandatory. An online petition calling for it to be ditched has gathered some 55,000 signatures so far. Singapore has been been one of the most successful countries in tackling the pandemic. Some also warned that it could be dangerous, as the tiger could have attacked her for that. In a later post, Akkarachaiyapas defended herself, saying that she was an "animal lover", and that it was not her first time "playing with a tiger". She also added in her post that the keepers at the zoo had given her permission to touch the tiger in its sensitive regions. Zoo responds to backlash In response, Pirom Cahntama, the head zookeeper at Tiger Kingdom said that it will not be allowing any visitors to touch the tigers in its sensitive region again, reported Daily Mail. Cahntama maintained that tourists are not allowed to grab the tigers' testicles, but are allowed to touch any part of the animal's body with the supervision of the zoo's specialists. Similar zoos in Thailand have been accused of sedating their animals to allow tourists to pose for photos with them.
