Scarf is best - can take out when in the warmth and then wrap around neck and mouth again. I prefer the mitten type warmers though - all fingers share heat - but wear liao cannot operate camera

Haha Tromso is much further north than Stavanger. You going there to see Northern Lights is it? The clothing and shoes sound good - need anything in emergency can buy there. A lot of buses to take you around in relative warmth .. unless you planning to do extended outdoor activities. Be like @aaur4man - go out brisk walk - cold clean air feels so good.

Not sure about the Decathlon one, but a good scarf/neck warmer helps to reduce heat loss from back of neck. Plus you need a cap/hat to keep wind chill out of your ears. You probably already have 3 layers sorted - so that is good. If going to the North and plan to spend a long time outside, then buy shell pants, otherwise regular stuff is fine. TBH, if you are going to be indoors most of the time or will be the south like Stavanger, heattech inners with jeans and shirt with jacket/woollens will be fine. Coastal areas are pretty okay in Nov/December. Think in Jan only it gets colder once you go further away from the coast. Get good shoes liao .. don't want to slip ;)
