SINGAPORE — Despite the uncertainties on the effectiveness of current COVID-19 vaccines on the new Omicron variant, Health Minister Ong Ye Kung said that this is "absolutely the wrong time" to argue against vaccination. With the World Health Organisation (WHO) saying the this latest COVID-19 variant has undergone heavy mutations, scientists are racing to find out whether current coronavirus vaccines are effective in protecting against Omicron. While the scientists are still gathering and analysing information on the new variant, Ong has warned the public against deciding not to take the currently available vaccines, and wait for new ones to arrive in Singapore. "When we are faced with the unknown, we buy insurance. The insurance now is the existing vaccines," he said during a multi-ministry taskforce (MTF) media conference on Tuesday (30 November). "It is not the case where existing vaccines do not work, because the human body is much more capable than that, once vaccinated. There is a good chance that existing vaccines will work against Omicron." He said that very early data from doctors in South Africa – where the Omicron variant was first discovered – showed that, among patients with severe symptoms, 65 per cent are unvaccinated and the remaining 35 per cent are partially vaccinated. This suggests that existing vaccines could still be effective. Ong also mentioned during the media conference that his ministry is making good progress in preparing for paediatric vaccination for those aged between five and 11 years old, and details will be announced when ready. No Omicron-linked deaths had yet been reported since the variant was first detected in South Africa on 9 November, but WHO said that further research was needed to assess its potential to resist vaccines and immunity induced by previous infections. US President Joe Biden had said that the new variant "is a cause for concern, not a cause for panic".

SINGAPORE - The relaxation of social measures will be paused, and travellers entering Singapore will face stricter rules from 11.59pm on Thursday (Dec 2), as the country acts to buy time amid the spread of the new Omicron variant around the world. The Ministry of Health (MOH) said on Tuesday that while no cases of Omicron - identified by South Africa last week - have been detected locally, the pre-emptive measures are needed for Singapore to assess the implications of the new variant. They will also help to reduce the risk of importation of the virus. From 11.59pm on Thursday, air travellers arriving on the quarantine-free Vaccinated Travel Lane (VTL) scheme will have to undergo supervised, self-administered antigen rapid tests at a Quick Test Centre on days three and seven of their arrival. Currently, these travellers have to take a Covid-19 swab test only prior to their departure for Singapore and after arrival here. Second, all air travellers entering, transferring or transiting through Singapore must have tested negative in a pre-departure test within two days of leaving for Singapore. Currently, travellers from Hong Kong, Macau, China and Taiwan are not required to take pre-departure tests, and need to take a Covid-19 swab test only upon arrival. These places are in Category I of MOH's risk classification framework, which means they have the lowest risk of Covid-19 infections. Third, all travellers must take a Covid-19 polymerase chain reaction (PCR) test on arrival. This will affect non-VTL travellers entering Singapore who are not from Hong Kong, Macau, China and Taiwan. Currently, they do not have to take a test upon arrival, but have to be tested before the end of their stay-home notice period. MOH said that it will also conduct a one-time PCR testing exercise for surveillance purposes, for travellers who arrived in Singapore between Nov 12 and 27, and had been to the countries or regions affected by Omicron in the 14 days before their arrival. These travellers have been notified of their scheduled test time and venue, said MOH, asking for the understanding and cooperation of affected travellers for the testing exercise. On the freezing of both VTLs and relaxation of social measures, Health Minister Ong Ye Kung said: "This is a prudent thing to do for now when we are faced with a major uncertainty." News of the Omicron variant, which is assessed by the World Health Organisation to have a "very high" global risk, has in the past two days triggered Japan and Israel to announce plans to close their borders to foreigners. The variant has many more mutations than the Delta Covid-19 variant and has sparked concerns among health authorities worldwide, though the impact of the mutations are still being investigated by scientists. MOH said Singapore needs to buy time to learn more about the variant as some of the mutations found in the variant's genome, previously found in other variants, were known to enhance transmissibility and reduce vaccine efficacy. "In terms of vaccine efficacy, early data suggests that current vaccines should remain effective against severe disease and death. However, more studies are needed to understand the actual impact of this variant on our existing countermeasures, including vaccines and treatments," MOH added. MOH noted that there has been a rapid increase in the proportion of cases that are infected by the Omicron variant in South Africa. It also said more countries have reported cases over the last few days, suggesting that the variant has spread globally. It added that Singapore's community would have some protection against this new variant. During a press conference on Tuesday, Trade and Industry Minister Gan Kim Yong, who co-chairs the Covid-19 multi-ministry task force, said: "Very little is known yet about this variant with regard to its transmissibility and severity, and how effective vaccines are against it. "We are closely monitoring the situation, and scientists around the world are working on it." These tightened restrictions will be in place for four weeks. They will be reviewed or extended if necessary, said MOH. There are now 18 countries from which vaccinated travellers can enter Singapore without quarantine, following the launch of the new VTLs on Monday. VTLs for six other countries - Thailand, Cambodia, Fiji, Maldives, Sri Lanka and Turkey - will start around the middle of December. But three other planned VTLs for Qatar, Saudi Arabia and the United Arab Emirates have been postponed indefinitely as a precautionary measure to reduce the risks of importing the Omicron variant to Singapore. MOH said on Tuesday that cases confirmed or suspected to be infected with the Omicron variant will not be allowed to undergo home recovery, and instead be taken to the National Centre for Infectious Diseases for isolation and management. It will also conduct full contact tracing for these cases to identify their close contacts, place them on a 10-day quarantine at government quarantine facilities instead of allowing self-isolation at home, and conduct PCR testing at the start and end of their quarantine. "We are introducing a set of measures that serve as a strong yet reasonable response to the new variant to protect our local community," said MOH. "We will continue to monitor and evaluate data on the Omicron variant as it emerges and adjust our border and domestic measures accordingly." Correction note: An earlier version of this story said six upcoming VTLs will be postponed. This is inaccurate. There are no changes to plans for the six new VTLs, but there will be no additional VTLs announced for the moment.

  13. SINGAPORE: Refuse collection fees for households are set to increase for the first time since 2017 at the beginning of next year, the National Environment Agency (NEA) said on Tuesday (Nov 30). This is to keep up with the operational and manpower costs of providing household refuse and recyclables collection services, the agency said in a media release. From Jan 1, refuse collection fees for households living in HDB flats and private apartments that have not opted out of the public waste collection scheme will rise to S$9.63 per month - an increase of S$1.38. Those living in landed premises will pay S$32.07, or S$4.60 more. The refuse collection fee for each of the housing type is derived by considering the weighted average of the Public Waste Collectors’ (PWCs) charges, as well as changes arising from contractual adjustments, NEA said. “Over the past few years, average PWCs’ charges have increased in tandem with rising operational and manpower costs,” the agency added. But as refuse collection is traditionally labour-intensive and the demand for waste collection services is rising, it is not sustainable to continue increasing manpower to meet the service demand, said NEA. There is therefore a need to transform the sector to increase efficiency, promote growth and create better jobs in the industry. "Reducing the need for more manpower and other resources helps to manage costs," it added. "As part of our efforts to uplift and transform the waste management industry, NEA works with PWCs to adopt innovative solutions and technologies to improve productivity and efficiency." SUPPORT FOR HOUSEHOLDS Households can use the Goods and Services (GST) Voucher – U-Save rebates to offset the refuse collection fees. The scheme helps eligible HDB households with their utility expenses, which include the refuse collection fee, it said, adding that the next tranche of the U-Save rebates will be disbursed in January 2022. Those facing financial difficulties can also approach their nearest social service office for assistance, the agency said. “NEA will continue to partner stakeholders to transform the sector and develop the 3R culture in Singapore, to achieve the vision of becoming a Zero Waste Nation.   18. SpaceX Starlink Reached A New Internet Download Speed Record –It Surpassed 400Mbps! SpaceX Starlink users from around the globe have been sharing via social media how impressed they are with the broadband satellite network’s internet download speeds. Most users have been experiencing download speeds ranging from 100Mbps to 200Mbps (Megabits per second) as the company advertises on its website, but a couple months ago users started to report much higher download speeds over 300Mbps. This week, a Starlink user from the province of Newfoundland in Canada shared that the network reached a new internet download speed record – it surpassed 400Mbps! They conducted an online speed test using speedtest.net tool which measures internet speed and latency in real-time. “VERY IMPRESSED WITH STARLINK SO FAR!” the Starlink user shared via Reddit (AtlanticQuest), alongside the speed test screenshot. The network is providing download speeds of 414Mbps, upload of 27.4, with latency of 63 ms (milliseconds). The company said upload speeds and latency will improve as it launches more satellites to outer space. The Starlink broadband constellation is currently comprised of around 1,840 satellites operating in Low Earth Orbit. ‘Just downloaded a 42GB game on steam…took 25 min…would have been 20-24 hours with my old’ internet provider, they said. The network's speed varies “between 150-200 Mbps or better, and before I could hardly stream at 720p and now I can stream multiple 4k no problem,” they stated. Reddit AtlanticQuest SpaceX founder Elon Musk said the company aims to provide high-speed internet service of 300Mbps with low-latency of 20ms by next year. Long-term, SpaceX told the U.S. Federal Communications Commission that it will work to develop a robust high-speed internet network capable of beaming an ambitious 1 to 10 Gigabits per second (Gbps)! For perspective, 1Gbps is equal to 1,000Mbps. The company currently provides Starlink beta service to approximately 140,000 users across 20 countries and is working to fulfill its pre-orders. Over half-a-million customers paid a $99 USD deposit to secure a spot in line for when service coverage becomes available in their region. The company is fulfilling orders on a ‘first-come, first-served basis’ to a limited amount of customers per coverage area. The company has been facing delays with fulfilling preorders due to the coronavirus pandemic which has affected many industries globally, “Silicon shortages have delayed production which has impacted our ability to fulfill orders,” SpaceX said earlier this month.
